Well someone has to make them. They’re cast metal, so you have to have a person who can cast metal, and a person who can design one, unless one person is doing both jobs, which is possible. But each country or place has to have someone who can do those things otherwise you risk a foreign entity doing something like casting a massive dong onto an eagle, or instead of that decorative orb with the pointy thing on top like in the link there you get one that looks like a giant boob pointing up instead. Thats not a good look.
