did was an agreement with all the delivery apps to blacklist ‘illegal’ migrants who tried to work for them, so they are absolutely in cahoots

I am not a lawyer but I think it would be highly legally problematic if the apps only gave some names. Instead - it seems more than likely the apps are giving the feds all the names and then if/when this is discovered - the apps have deniability. The apps can vaguely say something like “Hey, Americans! We obey the law. Don’t get made at us! Immigration enforcement in conjunction with law enforcement asked us for information to catch foreign criminals.” And when asked about citizens who work for them - they’ll say “Oh, that’s complicated! Talk to legal!”
Meanwhile when the media asks the feds about the legality and constitutionality of the grabbing all that up-to-the-minute data - the feds can simply say “Fuck off. Heil Trump.”
I think we’re past the worry about what’s illegal and not legal with these tech companies. Silicon Valley is in cahoots with Trump’s fed
